Were + subject +

Hypothetical present or future, formal. Were the tours to adopt the levy, hundreds of players would benefit. More tentative than if they adopted.

But for + noun phrase

Compact counterfactual meaning if it were not for. But for the economists, the argument would have been ignored.

Given / Assuming +

Conditional meaning without if, often used with data. Given more time, the working group could deliver a stronger proposal.
